Skilled Work Regional (provisional) - Subclass 491 Visa
A provisional visa is the Skilled Work Regional (Provisional) – subclass 491 visa. It allows qualified professionals and their families to reside, study, and work for five years in Australia’s designated regional districts. The visa is valid for 5 years. However, if they meet all requirements, visa holders may be qualified to apply for a Subclass 191 Permanent Residence visa after three years.

Write up an EOI
An Expression of Interest (EOI) is required to be submitted through SkillSelect while you are applying for a Skilled Independent or Skilled Nominated Visa
get a state nomination
You will receive a state nomination (only for 190 or 419) through an invitation from the Australian Government or State Government to Apply for Skilled Visa
apply for GSM Visa
Once you receive a nomination, you are now eligible to apply for a General Skilled Visa, and you have 60 days from the day you receive your nomination to apply
Information that needs to Submitted with your EOI:
You must provide some basic information when submitting your EOI, depending on the type of Visa you are applying for or are eligible for. Here are some of the essential information you need to include for a successful EOI
Your Basic Personal Information (Eg; Name, and Age)
Your previous Work Experience in your skilled Area
Documents that your support your skilled qualifications
Information that verify your English Language Ability ( eg; IELTS)
A skill Assessment document, which speak and relate to your nominated occupation
As of July 2014, the Australian Government has made a Skills Assessment report mandatory as part of the General Skilled Migration Visa process. The Skills assessment report that you receive is valid for up to only 3 years, and shorter if there is a validity period otherwise mentioned on the document.

You have to be sponsored by an eligible family in a defined regional area or be nominated by a state or territorial government
How points are allocated for the Skilled Visa (subclass 491)
The Subclass 491 Visa Application is based on a point system just like any other application for a General Skilled Migration Visa. These points are typically based on the age, education, employment history, English proficiency, and Australian education of visa applicants. The point system for all skilled migration visas has been revised, though, and extra points can now be earned in the following categories.
15 points are awarded to applicants who are sponsored by a member of their family who lives in regional Australia or who is nominated by a State or Territory government.
Skilled Spouse or De facto Partner: 10 Points
10 Points: The applicant either does not have a spouse or de facto partner or does have one who is an Australian citizen or a permanent resident of Australia.
5 points will be awarded to candidates who have a spouse or de facto partner who is an English-speaking but non-citizen of Australia or a permanent resident.
10 points are awarded for various STEM (Science, Technology, Engineering, and Mathematics) accomplishments.
Pathway to a Permanent Residency
Although the Subclass 491 visa is only valid for five years, if you match the requirements, you can apply for the PR SC 191 visa.
Once certain requirements have been met, such as:
While holding a 491 visa, you must reside, attend school, or work in a regional area for three years.
Display a minimum 3 year annual salary of $53,900.
